Today it appears that referrals most likely were not mailed on Monday. One of the non-US agencies that said referrals were mailed on Monday did not receive them today. Now the word is they were mailed last night (China's Wednesday) and may arrive on Friday or Monday. RQ plans to look into this point a little more later tonight.
The rumor about the 14th being the cutoff has now been upgraded to an R5 - which is as close as it can get to being fact witout actually being known as fact. Does that make sense?
